For more than eighty years, the police officers of Paragon City worked with the masked heroes to fight the good fight to keep the city safe. It wasn’t always on pleasant terms, and it wasn’t always “officially sanctioned”, but the co-operation was there.

Now that co-operation is virtually dead. Under the leadership of their deputy chief, the police have quietly reinstated the most abusive of their corrupt divisions and cut off all support with the heroes. Street vigilantes like Jason Knight are all that keep the area of Kings Row from falling into complete fascist control, but even he knows he can’t fight this alone.

But will he be able to get the help that he needs before the police find a way to silence him?
